“The summit where we discussed the issues of joint cooperation between our countries, especially energy and transportation, was very successful. The project, which will pass the natural gas potential of Turkmenistan through our country, was included in our summit agenda. This meeting was a sign that Turkmenistan will take a more active part in the new period. At the opening ceremony of the project, which increased to 4.6 billion cubic meters, we had the opportunity to once again tell the public about the position and goals of our country in the field of energy.
“MINIMUM WAGE INCREASED 2 TIMES COMPARED TO THE NEW YEAR”
On Thursday, we announced to the public the minimum wage for 2023, which concerns millions of our employees and our citizens whose income is indexed to it. In 2002, the net minimum wage was 184 liras. We increased this figure to 1000 TL in 2014, 1300 TL in 2015, and 2 thousand 825 TL in 2020. In January 2022, we determined the net minimum wage as 4 thousand 253 liras. As a result of the developments during the year, we increased the minimum wage to 5 thousand 500 liras in July. Now we declared it as 8 thousand 507 liras. The minimum wage increased by 200 percent compared to the previous year and by 100 percent compared to the beginning of the year. The net minimum wage has increased 3 times compared to 2021 and 2 times compared to the beginning of the year.
“OUR GOAL IS TO REDUCE THE COST OF THE MINIMUM WAGE TO THE EMPLOYER”
We also increased our state contribution per person to the minimum wage to 250 liras. Last year, we abolished the income and stamp taxes. Our aim is to reduce the cost of the minimum wage to the employer and to ensure that the high rate increases we make do not cause any negativity in employment. We are determined to reflect the earnings and wealth of our country to all segments of our nation, especially to the employees. While determining the minimum wage, we act with this understanding in social assistance and loan packages we give to businesses. Hopefully, we will increase the salary of civil servants and pensioners with this understanding.
“OUR DESIRE IS TO REMOVE IT BEFORE THE NEW YEAR”
We will soon complete the preparation to meet the retirement expectations of our employees. Hopefully, our wish is to remove this issue from the agenda before the New Year. Our aim is to bring our country back to single digit inflation figures in 2024 next year.
“WE WILL NEVER ALLOW THOSE WHO MAKE OPPORTUNITIES”
We use all the potential of our country to the fullest. We will continue this struggle until the price increases due to the effects of the global crisis compensate and exceed the losses of all segments. We will never allow opportunists who make input costs above the increases. This has to be carried out on moral as well as legal grounds. Although it seems that making large increases on goods and services will bring gains in the short term, it is an approach that will make you lose in the medium and long term.

Opportunists are wicked, immoral, dishonest people who try to pierce the Turkish ship for the sake of high gain in our eyes. I expect every member of my nation to teach these opportunists the lesson they deserve. We know that the most effective sanction is the will of the people directly. We hope that inflation, which will decrease rapidly from the beginning of the year, will fall below 30 percent by the end of the year. Our aim is to bring our country back to single-digit inflation figures in 2024.

Last year, we sent a budget of 7 billion TL directly to all our schools for the first time for the preparations for the new term in education. We opened 2200 village life centers. In the pre-school education campaign, we opened more than 6 thousand new kindergartens and increased the enrollment rate in the 5-year-old group to 99 percent.
“WE OPENED 16 THOUSAND 361 NEW LIBRARY”
We started the family school project, which takes advantage of cultural values and intra-family communication that 1 million 110 thousand families benefit from. We opened 16,361 new libraries. We increased the number of books to 110 million. We included 8,324 schools in the scope of improvement and developed them with their equipment and staff.
“WE REACHED 1 MILLION STUDENTS WITH FREE SUMMER SCHOOLS”
We reached 1 million students with free summer schools. We provided support to administrators and teachers with environment, waste management and zero waste. By enacting the Teaching Law, we have made very serious improvements in the personal and financial rights of these professionals.
“WE OPERATED 7 INTERNATIONAL VOCATIONAL HIGH SCHOOLS”
We established vocational training centers in organized industrial zones. We have activated 7 international vocational high schools in order to contribute to the training of students from our heartland. By disseminating intellectual property works to all our schools, we obtained 8,300 patents, utility models, trademarks and design registrations.
“WE DISTRIBUTED 160 MILLION BOOKS”
We are currently providing free meals to all of our 1.8 million children who will stay in bussed education and boarding houses. In addition to textbooks, we distributed 160 million books to our students free of charge with supplementary resource books. We will develop the close cooperation with the industry in the studies in our vocational training centers, which are still successfully carried out.
60 MEG CAPACITY SOLAR ENERGY SYSTEM
In order to facilitate access to 379 science and art centers serving our gifted students, we will expand it to cover all our districts. We will install a rooftop solar energy system with a total capacity of 60 megawatts in a school that consumes the most energy.

108 HIGHER EDUCATION DORMITORY BUILDINGS AROUND THE COUNTRY
At the beginning of the academic year, we offered 108 higher education dormitory buildings that we opened throughout our country to the use of our students. We increased our students’ credit scholarships to 1250 TL for undergraduate, 2500 TL for master’s degree and 3 thousand 750 TL for doctorate.
“WE CLEARED 27 BILLION LIRA OF INDEX DEBT OF LOANS”
This year, we are serving our 850 thousand students in dormitories. We increased the nutritional aid to our students staying in the dormitories to 1800 TL. Our promise to our youth regarding loan payments; We deleted the 27 billion lira index debt. In addition, our university youth had a tuition problem. They were constantly boycotting about it. We did not prolong this work at all, we ended the tuition problem of the university youth by removing the fee issue.

In order to provide the best service to our people in health, we increased the number of health workers to 195,000 physicians and 304 thousand midwives and nurses. We have raised our country to the level of the most advanced states in the world, from vaccination to cancer screening and oral and dental health services. We provided health services to 4.9 million people by reaching settlements with mobile teams.
FREE HEALTH CARE FOR CLOSE TO 6 MILLION PEOPLE
We are currently following our 610,000 registered patients at home. We used all vehicles effectively, including airplanes, helicopters, tracked vehicles, motorcycles and boats. Last year, we provided free service to nearly 6 million people.

We have increased the intensive care bed capacity of our hospitals from under a thousand 20 years ago to over 24 thousand. The total bed capacity of our hospitals has exceeded 133 thousand.
